FPPC Appoints Kendall Bonebrake as New Chief of Enforcement

SACRAMENTO — The Fair Political Practices Commission (FPPC) is pleased to announce the appointment of Kendall Bonebrake as its new Chief of Enforcement. Bonebrake brings extensive experience in both public service and private practice, as well as a deep commitment to ethical governance and strengthening public trust.

“We are proud to welcome Kendall Bonebrake as the new leader of our Enforcement Division,” said FPPC Chair Adam E. Silver. “Her expertise and experience with the Political Reform Act, including the state’s financial disclosure requirements and conflict of interest rules, make her uniquely prepared to build on the Enforcement Division’s record-setting year in 2024. Last year, the FPPC prosecuted over 1,000 cases and issued more than $802,000 in administrative fines, the highest total since 2017. Under her leadership, we’re confident the Division will continue to focus on the most serious violations while ensuring fair, timely, and transparent enforcement,” added Chair Silver.

As Chief of Enforcement, Bonebrake will oversee the planning, management, and direction of the FPPC’s Enforcement Division. This includes the investigation and prosecution of violations under the Political Reform Act, and ensuring that enforcement policies promote fairness, transparency, and efficiency. The Enforcement Chief plays a critical role in coordinating policy and investigatory efforts with state and local agencies, and reporting progress directly to the Commission.

Ethical governance is fundamental to maintaining the public’s trust in officials and institutions, and this role provides an opportunity to ensure that those entrusted with public service put the public interest above personal gain.”

Prior to joining the FPPC, Bonebrake served as Assistant Chief Counsel at the California High-Speed Rail Authority, where she advised the Board and executive leadership on matters related to state governance and ethics, including compliance with the Political Reform Act, the Public Records Act, and the Bagley-Keene Open Meeting Act. She also led the Authority’s legal team, overseeing operations, litigation, and regulatory guidance. Bonebrake has more than a decade of public service experience at the Authority and brings years of legal expertise from private practice, where she represented both public and private sector clients.

She earned her Juris Doctor from the University of California, Davis School of Law and holds a Bachelor of Science in Business Marketing from California State University, Fresno.

The mission of the Fair Political Practices Commission is to promote the integrity of state and local government in California through fair, impartial interpretation and enforcement of political campaign, lobbying and conflict of interest laws.
