Press Release by Sierra County Sheriff’s Office LOYALTON — On Wednesday, November 29, 2023, the Sierra County Sheriff’s Office received a report from the Loyalton High School Principal concerning a potential sexual assault incident on campus. Subsequent investigation revealed that Loyalton High School teacher, Emma Shaffer, was allegedly engaged in a sexual relationship with a juvenile student. Following further investigation and interviews, the Sheriff’s Office prepared an arrest warrant for Loyalton High School Teacher Emma Shaffer. The Sierra County District Attorney reviewed the warrant, and on November 30, 2023, a Sierra County Superior Court Judge issued the arrest warrant. Emma Shaffer was arrested on December 1, 2023, and subsequently booked into the Nevada County Jail. Charges include unlawful sexual intercourse with a minor, filing a false police report, perjury, and contributing to the delinquency of a minor. Due to the nature of this ongoing investigation, additional charges will likely be filed by the Sierra County District Attorney. This remains an active investigation, and the Sierra County Sheriff’s Office is working closely with the Sierra-Plumas Joint Unified School District and the Loyalton High School Administration Staff. The school staff and the sheriff’s office strongly encourage parents/guardians, as well as former or current students, to come forward with any information relevant to this investigation or potential additional victims and not remain silent.
