Sierra County Adds Remote Option for Public Ballot Observation
Officials to implement Microsoft Teams for June 2 primary election viewing.

DOWNIEVILLE — Sierra County will allow members of the public to observe vote-by-mail ballot processing remotely. County Clerk-Recorder Heather Foster detailed the plan in an April 13 letter to Assistant Presiding Judge Jason LaChance of the Sierra County Superior Court. The change takes effect with the June 2 primary election. Access details for the Microsoft Teams meeting will appear on the Sierra County Elections webpage and in required public notices for ballot processing.
The decision addresses a recommendation from the 2025-2026 Sierra County Grand Jury Final Report. Two grand jurors watched staff handle ballots during the November 4, 2025, statewide all-mail special election. Jurors commended the elections office in six findings. Staff demonstrated professionalism and knowledge in ballot handling. The office maintained accuracy through multiple redundancies, and ballots stayed secure in a locked safe when not being processed. The report also noted that the elections office already invites the public to view sorting and processing at the Downieville offices.
The grand jury issued one recommendation on teleconferencing: that the head of the elections office pursue remote viewing options within state guidelines and budget limits. Such a system would cover ballot sorting and processing in the Downieville Board of Supervisors Chambers with the goal of improving voter confidence.
Foster affirmed the department’s ongoing priorities in the letter response. “As the County’s Elections Official, I remain committed to ensuring transparency in the election process and maintaining public trust in the fairness, accuracy, and security of all elections conducted in Sierra County,” Foster wrote. “I support providing both remote and in-person opportunities for the public to observe election activities.” The June 2 election will proceed as an all-mail ballot process with no polling places.
